The Zoo has to raise all the money for any of the new habitats through private donations. This was the biggest fundraising project in the Zoos history. This is a very big project that required relocating parking lots and other things before the actual construction could take place.
There's massive rain tanks underneath the elephant exhibit which store rainwater. A lot of the new developments at Cincinnati (Africa, Roo Valley, and now Elephant Trek) have these systems so the zoo doesn't pull from the city water supply.

Will the tropical vegetation (palms, bird of paradise, bananas, etc) be replanted every year?
Many of The topical plants are stored in a temperature controlled storage facility in the winter months.

Why is it taking forever?
Because it is a huge multi acre project, which they have had to raise money, relocate parking lots, and build different buildings.
