I find it hilarious how most pokemon choose violence when Oak does literally anything. Sometimes he doesn't even do anything they just hate him.
It's because he doesn't take the time to get to know them a little first. He had the right approach with Luxray though.

Headcanon: Oak gives away all the well-behaved Pokemon, leaving him with only ill-tempered ones to study. Pikachu was going to be one of the ones he studied, but Ash really needed Pika so Oak was forced to part.

Seeing how when we see Pokémon attack humans, they just shake it off (Pikachu has been bullying Ash in the earlier days), this makes me think that the humans in the world of Pokémon are just made of iron, not just Oak.
In a world where humans regularly interact with all kinds of Pokémon (and have done so for centuries), they have had to evolve to be a lot more resilient than we are.

I think it's even worse with electric types. The fire types shoot at him no matter what. Not necessarily his fault. Nearly all electric types zap him because he touches them. 100% he needs to know better by now. He didn't touch Luxray so he didn't get zapped.
