The street killer is lowkey one of the coolest characters in the whole show. In a story where everyone fights with a japanese style and weaponry, hes the only one who uses a chinese weapon and stance, also explains how he knows about chi when others dont. Ive also always enjoyed the trope or theme of two warriors from entirely different areas and backgrounds finding respect for one another during battle.
The story about climbing mountains was about climbing the marital arts world. He had trained and completed the highest peak in China, but Japanese fighters had no idea how high he had climbed because they couldn't compare. This is why he went slaying masters, pretty much climbing the mountains everyone said was higher/tougher.
21:49 i saw myself flying above a 4by4 anrc of equality divided houses with "wacky-arm inflatable Ballon-men" for each "house". Different colors (only green and orange) but each house was different until I was pulled away into white..... my friends description was me sitting in the chair i took the gatorade bottle/gravity or airlock hit I took and me running in play(in the sitting position/chair I was sitting in). It's definitely cannabis they were growing, but there's kind of a two factor. Marijuana is illegal in Japan, especially early 2000s, so it could be animators just imagining what it's like. And 2, not really an easy way to visually interpret weed high, but maybe the spatial distortion would be a good way to interpret the body high. Though it did seem like they just threw all psychotic effects into it for "comedy?"

The thing that needs to be understood about samurai champloo is it occasionally relies on stock characters from samurai films in the same way that cowboy bebop relied on stock characters from noir films, it’s kind of implied the viewer is aware of the trope. That street killer is one type. It’s the same stock character where we get other famous characters like Akuma from street fighter for example.
I think part of the reasons why there are sections or episodes of the show you don't like is that your looking at it through a modern lens. Having said that its hard to get away from that just remember you are watching this like 20 years after its release and yes you have seen a lot of shows do similar things 20 years after this show aired. So things you are like I've seen this before was maybe not as common when this aired, but your takes are not horrible.
