I think it makes sense though. None of those people would connivingly take advantage of Vil, or project predetermined ideas of who Vil is. They all actually act accordingly to who Vil actually is, don't get jealous of their success, and are honest and upfront. Also they aren't intimated of Vil either

The residents actually listened to him when he explained why they couldn't attack Cater and the others who came to check on Jack.) Additionally he even attended the dorm head meetings a few times thanks to Leona not bothering to wake up from his naps. So he is literally equivalent to a vice dorm leader. Ortho on the other hand acts more like Idia's life and emotional support.
If you saw Yuurei’s video of Ruggie’ character summary, you would know that he is very good with communication because he worked so many jobs. I’m guessing the residents listened to him because Ruggie used his excellent communication skills. Even if I don’t have an argument for the second fact you pointed out, is it alright if we confirm that Ruggie just acts like a vice housewarden rather than be an official one?

Ruggie also confirms this complaining that even if he has the influence in the dorm, loyalty to Leona and wits, just due to his lack of physical prowess Leona doesn't agree to officially give him the position.
