First one is from planting - before flowering - normally up to 18 months. Next regular fertilizer application is for fruiting plants after pruning

It has to grow again naturally. You may spray 2 grams of urea in 1 liter of water. Don't put more. Again it is poisonous at higher dosage like Zinc.
My one year old Tunisia pomegranate has flowered twice but all male flowers. Do you see plants that are all male flowers?
Wait for one or two more season. It will give all flowers
