You would hear a lot more instrumentals if you listened to North Sea Surf Radio or Surf Rock Radio. Both websites play a lot of surf instrumental music, from the "first wave" stuff from the '50s & '60s up to & including the stuff that is being made now by surf bands around the world.
This was written by Stills & Young, and Messina wasn't involved, per liner notes (producers were Stone & Greene). It's dated 1966 so I don't think they'd even met yet? But you are right about the "surf" stuff -- to me this sounds directly inspired by Pet Sounds (the song).
