You can use Culling Blade on a creep to get the kill buff, but it will go on cool down. It used to work on couriers too, if I remember correctly.
cool, they removed omni knight guardian angel and gave it to axe
Might not work on courier anymore since they have hits to kill now, I can check later

Meme build. Really strong Culling Blade though but you would have 1 slot less for tanking.
I even sometimes debate to build Shiva on Axe because Shiva is so good this patch.
