    Why did they need three actors for Billy? Is it because of some kind of Child Performer Law or because of some age difference or one does the dancing another does the acting?

      Child Performer Law, strictly enforced in NYC.

      Child labor laws is one reason. Another is that the role is so physically intense, that once a performance is done, they need time to recover before doing another.
