      Yes they are, but it doesn’t have to be that way! There’s an abundance of support services, rehabilitation programs etc. They just have to make the decision to get help! Unfortunately you can’t help those who won’t help themselves!

      The concept and mindset that everything someone goes through is thier own fault. I know it's popular to say that and to even believe it but it's not true. We tell ourselves that to alleviate the moral dissonance we feel seeing such a travesty of humanity, in other words...
      We make it thier fault so we dont have to feel bad.
      It's called Choice-ism. Remember that term.

      I think your assumption that my comment was guided by choice-ism is unfounded!
      I’ve had many debates on these platforms about addiction being a choice and the suffering they endure is a result of their own folly!
      Addiction is so multi faceted, to say it’s by choice is misguided and over simplifies a very serious illness! In fact, clinical research shows a conscious choice to consume drugs is minimal! So if that’s the case, we have to consider cause and effect!
      This is where I found your comment presumptive!
      I have enormous empathy for these people, they have fallen prey to an insidious disease that attacks the mind, body and tears at their very soul! It’s cunning and distorts reality and offers false comfort and false hope! People are happy to draw conclusions, lay blame, and make assumptions but very few consider ‘why,’ what was the catalyst.
      No one wakes up and says, hey, I’m going to be a drug addict. What is sheer nonsense!
      Peer pressure, relationships, physical injury, sexual assault and abuse, mental health issues etc, these are the things that influence choice!
      I don’t assume to know their stories, I don’t know the trauma they’ve experienced and the scars they suffer!
      Some of us may be able to pick ourselves up and dust ourselves off, but some people can’t and find other ways to soothe the pain. What they’re doing is no different than drinking alcohol or gambling, having unsafe sex… all of these additions offer false comfort!
      We all choose our own path, we all make mistakes, it’s what makes us human. All of us have opportunities in life and it’s up to us how we use them!

    The short guy had been lying in the gutter in the rain during the night. I was quite touched how the girl in green helped him get warm by giving him her jacket.

      That was not a guy, it is a girl. She was here last year and we called her "water girl". She kept annoying people and they threw water on her, she also has a tendency to remove her clothes. Hope she finds help soon

      Yeah, I find it surprising as well! A city with so much colonial history, one would think things would be different! Considering it’s the city is the 5th largest contributor to the Nations total GDP, at a minimum, the public transport sector, parking and keeping the streets clean wouldn’t be to much of a big ask!
      Add this to the cities cost of living, unaffordable housing and high crime rates, it’s no surprise people are leaving the city and others don’t want to live there!

      Yeah, they rarely answer the phone, it might mean working.
      Mayor Parker came into town guns a blazing after being elected! She knows she’s under the spotlight from every angle and she’s made some big promises! The Fed’s have allocated 300M to get shit sorted in Philadelphia, 20M now, and 280M to be spent over the next 6 years! Although that’s a significant amount of taxpayer funding, how is it going to be spent and what on!
      Currently the focus appears to be getting the addicts off the streets, that’s what the public wants to see. Putting them in rehab or jail for 30 days, that’s what the public want to see. Law enforcement being able to do their job and a greater presence on the streets, that’s what the public want! All of which is totally reasonable! Unfortunately it’s also the easy part! To date there has been no mention of out patient care,mental health services or support, social services, community services etc. These a the big ticket issue that need to be addressed otherwise in 30 days they’ll be back on the streets doing exactly the same thing!
      Addiction is a serious social issue that can only be managed at best so any attempt to do so must be cost effective, meaningful and sustainable! I don’t think we’re there yet…..
      Just food for thought.

      The biggest issue Mayor Parker has to deal with is anything that is done must be cost effective, meaningful and sustainable! If these are not achieved, then she has failed in her promises to the community, and her duty as Mayor to clean up Kensington!
      Philadelphia has been funded 300M taxpayer dollars by the Feds, 20M now and 280M over the next 6 years! This is substantial but is it enough! Currently, addicts are being rounded up and put in mandatory rehab or jail for 30 days! The streets are being cleaned and a higher level of police presence in the area!
      These are the easy fixes. What happens after the 30 days when they are discharged from rehab or jail! These no mention of out patient care, community care, health services etc! They will be released back to the streets into the waiting arms of the dealers!
