rlly good tutorial! i would just say that when measuring out the waistband its better for it to be a bit loose as the first chain row will not stretch and it can be difficult to pull over your hips!!

Just measure the babies waist then make your chain the same length and the same with the length of the skirt, just measure the length from waist to where you want the skirt to sit.

I left before you finished telling what to do as far as "double crochet twice into every 5th stitch" and made 12 rows of straight double crochet :P

I believe so. You normally go through the v unless instructed to go through the front or the back loop.
