Panel: Clinical and strategic improvements in health care through activity based funding

  • This is a recording from the Independent Health and Aged Care Pricing Authority's (IHACPA) Activity Based Funding Conference 2022, held virtually from 5 to 6 May 2022.
    This panel session discuss the approaches of chief medical officers, chief executive officers and health leaders driving improvements in patient outcomes through innovative, collaborative and sustainable initiatives relating to activity based funding.
    The panellists will discuss:
    • Initiatives leading to clinical improvements through broad collaboration and for a sustainable future in health care.
    • Approaches in the development, implementation and evaluation of innovative funding models or practices in hospital and health services.
    • Key challenges ahead for activity based funding and value-based funding from a clinical perspective.
    • Approaches health leaders are implementing to address issues and encourage collaboration to reduce communication silos.
    Panellists
    • Prof Christine Bennett AO, Emeritus Professor
    Emeritus Professor Christine Bennett AO is the former Deputy Vice Chancellor of Enterprise and Partnerships, and was Dean School of Medicine, Sydney for more than 10 years at the University of Notre Dame Australia.
    Prof Bennett is a specialist paediatrician and leader with over 40 years of health industry experience in clinical care, strategic planning, business operations and executive management in the public, private and not-for-profit sectors. She is currently a Non-Executive Director for Regis, an ASX-listed aged care provider; Telstra Health, a digital health company; and is Convenor of the Champions of Change Coalition, promoting gender equality in health care. Prof Bennett was awarded an Officer of the Order of Australia (AO) in the 2014 Australia Day Honours.
    • Prof Claire Jackson AM, Professor in General Practice and Primary Care Research and Director, Centre for Health System Reform and Integration, University of Queensland
    Prof Claire Jackson AM has been active in integrated care innovation, education and research since the early 90s, and more recently, extensively involved in health services research and reform. She has been a member of all four national Primary Health Care Strategy and Reform Reference Groups; guiding forces behind Australia’s National Health Reform Agreements.
    She has been Chair of the University of Queensland’s highly successful International Health Care Reform Conferences since 2020, and in 2021, was awarded a Member of the Order of Australia (AM) for services to primary health reform and general practice medicine.
    • A/Prof Alasdair MacDonald, Chair, Clinical Advisory Committee, Independent Health and Aged Care Pricing Authority
    A/Prof Alasdair MacDonald is a Director of Medicine in Tasmania and a Clinical A/Prof at the University of Tasmania. As a physician, he has a small private practice, is Chair of the Clinical Advisory Committee to IHACPA, and a member of the Healthcare Homes Implementation Advisory Committee.
    A/Prof MacDonald was awarded the College Medal for Service in 2015, he was a member of the National Lead Clinician Group and chaired the Tasmanian Lead Clinician Group. Previously, he has also served as President of the Internal Medicine Society of Australia and New Zealand, and on committees of both the Australian Commission on Safety and Quality in Health Care and National Health Priority Areas.
    • Ross Sinclair, Deputy Chief Financial Officer, NSW Health
    Ross Sinclair is currently A/ Executive Director, System Financial Performance and Deputy Chief Financial Officer for NSW Health. Ross has extensive experience in private and public sector roles from banking, manufacturing, aerospace and health. Ross is currently the National President for HFMA and is the current NSW HFMA Chapter Chairman.
    Ross is very passionate about equity, ensuring we provide healthcare for all citizens and creating sustainable health systems for the future as we deal with chronic disease demands and an ageing population.
    • Janice Petersen, World News Presenter and Journalist, SBS
    Janice Petersen has worked as a cross platform journalist and news presenter for two decades and currently presents SBS World News five nights a week. Janice brings to SBS a strong background in journalism after many years at the Australian Broadcasting Corporation where she reported on and covered breaking news events. In her current role, she regularly interviews leading news makers and has contributed live updates on major national and international news stories including rolling election coverage in Australia and the United States.

    Note: On Friday 12 August 2022, the Independent Hospital Pricing Authority (IHPA) commenced a formal transition as its functions were expanded to include the provision of costing and pricing advice on aged care services and the agency renamed to the Independent Health and Aged Care Pricing Authority (IHACPA).
