Basically water is use to determine the percentage of calcium carbonate in lime. No double in IS code HCl is mention, just check out the concentration of HCl, the concentration of HCl that is used in laboratory is about 0.1M, that means HCl contain large no. of water molecule. If you as a engineer, want to determine the type of lime deliver on site, can be check quickly by using water.
