Just a short thing, the Alliance Mage quest requires you to have completed the Mannoroc Demonic Sigil quest first in Desolace. It's given by the same quest giver, but you will need to have completed that first.
Hey! As an Alliance player trying to use this quest as a guide, the information provided for "Behind The Wall" seems to be incorrect. The building you specifically marked is not enterable. There is another enterable building that looks the same on the map just west, but the plans weren't located for me there, either. I found the plans in an armor shop. The plans for me were located just north of the library, on the northern row of houses on the same street. I had to enter the shop from the south side.
