if ovules are apocarpus i.e free and not combining, then there is no such thing called bilocule or multilocule.Only if they are syncarpous i.e fusing will the locules form.Also if two ovaries are fusing the no. of locules 'may' be one and therefore be monolocular and not bilocular(here septum is dissolved,so there is no boundary keeping the two uniting chambers separate to form two chambers in a syncarpous ovary)
