How come these judges are asking questions to the agent whether there's any such law or not....how did they became judge without having knowledge of law...

In the Jessup, it is usual that the Judges ask questions about the law to test the knowlegde of the agents.
So in moot Court competition the judges try to see and evaluate the participants knowledge of both facts and law
I think that's bcos this is a moot court
