Right turns on red introduce extra movements into the intersection, which leads to drivers crashing into pedestrians who see a green light and think it's safe to cross, trucks hitting bikers because they can't see bicyclists making a right turn, and rear-end collisions. The idea of turning right on red was to reduce the idling on intersections. Essentially speed was more important than a human life. I thank a dead child every time ever time I get to save 30 seconds at a red light.
We can turn left if the green arrow is showing when a red at a junction is on. The green arrow light makes up a 4th light on the left of a normal green light. Our lights are Red, Amber, Green, top to bottom as usual, but the fourth is to the left of the green. Sounds, as I have described, more confusing than it is. For instance, if the light for straight ahead is red, but the left-hand arrow is green, then those turning left can go, it's safe for you to go as the traffic from the right is still stopped at the red light.

Turning left or right on a Red, whether you stop or not is dangerously.... because most Americans can't drive at the best of times.
In the UK and Europe..
RED light - stop, don't move.
GREEN light - you can now move.
