In my opinion, Nations inside of the states also have boundaries (tangible) in some contexts. Some nations inside of the states also later achieve autonomous states (but might not achieve the level of states - in relation to recognition from other states, or diplomatic actions). There are nations (but still part of the states) exercising executive, legislation, judicial and a self-determined economic. Not just as imagined communities, but as a tangible political organization. Thanks for this video...
India is clearly a multinational state. And that is fine as nations within the federal state are willing participants and have their fair share of self-rule. This would bring us to a secondary question in the line of "is the Tamil nation a stateless nation?" I would say that not because it has its own self-rule and is (AFAIK) willing participant in the Indian Union. More delicate would be asking the same question about Kashmir or Assam however. Side note: nobody says "Basque Region", not even Spaniards. It's always the "Basque Country", that's because "country" has a primary meaning of territory with some sort of demographic homogeneity (ethnic identity or sometimes just sub-ethnic "regional" one) and only secondarily is used as synonym of state. This is particularly true in French and Spanish language contexts: Pays Basque but also Pays de la Loire (Country of the Loire, which has no ethnic or national identity). In Basque it'd be more nuanced because the term is Euskal Herria, where Euskal = Basque and Herria = Country, People, Nation and even village.

You may mean "nation-state" (never heard "state nation"): it means a state that is also a nation, ideally no ethnic minority of relevance exists within its borders. However many so-called nation-states actually have a core nation (ethnicity) and also oppress minority nations, for example Turkey is a "nation-state" that oppresses the Kurdish nation, Spain is a "nation-state" (of the Castilians, alias Spaniards) that oppresses nations like mine (Basque), Catalans, Galicians, etc. France is a nation-state of the French oppression various minor nations such as Corsicans, etc.

In any case a strict nation-state would be something like Hungary, whose borders have been cut so much that what remains is purely ethnic Hungarian. In South Asia the only strict nation-state I can think of would be Maldives. But what is a "state-nation"?
Yes, Palestinians are currently members of a stateless nation, although the sovereignty of Palestine has been recognized by 135 member countries of the U.N. The term “State of Palestine” is only used officially by Sweden.
