This is probably not a great way to test, but I guess if you brave enough. Try putting a very VERY tiny drop of water onto the ultrasonic atomizer inside the funnel. Then turn F1 on, and see if it vibrates that small drop into "steam". If it does, then I wonder if Hornby didn't position the cotton wick inside properly. I have found on my P2, that if you don't run the loco for a long time, it does take a little while for the cotton wick to start soaking up the water. I've filled mine up to the correct amount, and it may still take about 30 minutes before it starts 'steaming'.
It tells you in the instructions that if the steam doesn’t work then you top up the water. Also one of the functions turns off the steam. I think it’s 23 but I can’t be certain.

yes tried topping off water, and saw the steam off function - not engaged
There are 2 profiles for this Black 5 on the Hm7000 DCC app, make sure you are selecting the one that says (Steam Generator).
