Honestly, one of them playing a major seems like the right idea...I mean, bluntly, the last two series ended somewhat lowly, one in defeat and one in quagmire the could only really be won with cheeseball tactics (heavy tank rush and such). It'll be less difficult, but ultimately more satisfying I reckon.

Basically I put all anti-air anti-tank and artillery to hold the frontlines underneath the command of a decent general for holding the frontlines. I also made a whole army of tanks to push through any where the forts were to strong for the mechanized infantry to push through, so my infantry could follow them up to the frontlines and then destroy the rest of the enemy's military.

Romania starts off about as strong as Poland & Hungary, so don't underestimate them.
Also, I'm fairly sure Romania would otherwise become one of Nazi Germany's best buds to fight on the Eastern Front. Although, the AI is quite thick.
I would have liked for Pflax to be Romania, considering how well it went last time.
