This is clearly a ripped from headlines episode inspired from the DC sniper shootings in the autumn of 2002. A teenage boy and his mentor, the latter plotting to kill his ex wife, killed 10 people randomly throughout the Washington DC metro area. The theory is that the killings were so the ex wife's death would be written off as another random attack and then he would take custody of their children. Fortunately, they were caught before they got to the intended target. I was 10 years old at the time and live about an hour or so from D.C. and remember vividly that the Mid-Atlantic was on lockdown for a month. Schools suspended recess and parents kept their children from playing outdoors.

@@jackuzi8252 sadly, while i hate to agree on a moral stance, you're 100% right. let's be real, a fisherman with no bait on his hook goes home with no trout. if they want to catch him they have to give him a target. otherwise, it's all on CSI to narrow down the gun, criminal psychologists to create a profile, etc etc, which all takes time. during which more people are in danger. it's the law enforcement version of the traintracks dilemma. risk him killing another person to catch him now in the act, or risk him dropping another half dozen while you figure out where he bought the gun.

What ruins this for me is the showmakers didn't bother to do their research; when a bullet passes by you, it's not silent, it doesn't wizz either, it SNAPS. It's LOUD, it is a tiny copper and lead slug breaking the sound barrier at Mach 2.5, which is faster than a great deal of fighter jets in the 90s. In the opening scene, the woman next to the victim who'd been shot would've heard the snap, and the gunshot would echo across the entire city, because like the bullet, the gunshot is just as loud, but of course, sound travels slower than said bullet.

In 1993, at the age of five, Justin was kidnapped from his parents Jake and Megan by Capshaw, a former U.S. Army marksman who had lost his wife and only son in a car accident and intended to raise Justin as if he were his own. For ten years, Capshaw raised Justin in an unhealthy environment of near-total co-dependence.
In 2003, Capshaw's boss, Charlie Rodriguez, was planning to fire him because he was a troublemaker. Justin decided that the only way to prevent this was to kill Rodriguez, and thus used Capshaw's sniper rifle to embark on a killing spree in Lower Manhattan, murdering Rodriguez and three others as a smokescreen. He also left fake taunting messages at crime scenes. When police made the connection between Rodriguez's murder and Capshaw, the latter was at first suspected of committing the shootings, but Justin was eventually determined to be the real killer. His kidnapping was also finally uncovered.
Following this discovery, Justin was institutionalized after his attorney managed to convince a jury that he had committed the shootings due to his symbiotic relationship with Capshaw. In basic english: Not guilty by reason of mental disease or defect

A gripping scene. But interesting how messing up one basic fact can seriously detract from it at the end. At 7:47. Briscoe says "Blanket uptown, he's moves downtown for some fresh blood." The first three murders took place in Chinatown. That is about as far downtown as one can get other than the financial district. So a NYC detective would never describe Chinatown as uptown. He might have said, "Blanket Chinatown and he moves further downtown" or "he moves to midtown" or "uptown" (wherever the next addresses shown in the show place the scene of the fourth murder.
They used to get facts like this wrong on "Kojak" all the time, but except for a handful of general purpose scenes filmed in NYC, most of that show was shot in L.A., so it was understandable that west coast people wouldn't know NYC geography. But Law & Order is an entirely NYC based show and this was the 13th season. So they don't have an excuse for this goof.

The second shooting seems a little far fetched. Doyers Street is pretty much a narrow alley. It is L Shaped, with the ends of the L being to the north and east. The northern end is on Pell Street. The eastern end is Bowery and near kind of a big plaza. Except for Bowery, this area is a bunch of really narrow streets without much for clear lines of sight. Not saying one could not shoot someone from a rooftop in the area, but the shooter and victim could not be that far apart. A larger NYC block uptown is about 1/20th of a mile. Downtown, like in the area of the streets mentioned which are mostly Chinatown, the blocks are shorter if anything. As mentioned above, Doyers Street is small and narrow, if you are going to take this shot, you will be within 500 feet and probably much less. I think someone at the corner of the L of Doyers Street is 300 feet from the opposite (eastern) side of Bowery. A 500 foot shot is 166.67 yards, a decent not even a great shooter should be able to group shots at about 4 minutes of arc ("MOA") or about 6.8 inches at that distance. Take anyone of the streets and give them a couple days of good instruction, and they will probably shoot 4 MOA groups, without a bipod, tripod, or any other support. Teach a person to shoot with a support, and they can be a lot more accurate than 4 MOA.
My comments boil down to two things: 1. A lot of shooters can shoot as well as needed and a non-shooter can get to that level fast, so these shots are not a sign or real expertise; and 2. The shots could not have been taken from any real distance, because you do not have lines of sight for any distance in this area.

I love this show but almost always at the beginning of each episode kinda chuckle at the irony of reading how each show is "NOT a depiction" of any real life persons, scenarios or events. As if THIS episode wasn't ripped from the headlines concerning the D.C. Sniper Lol
