How do I get my ends to bleach only the top close to my scalp bleached but half ends of my locs didnt take to the bleach and lighten I use developer 40vol and bleaching powder

When I dye my hair purple it comes out super dark…Even though I bleached the hair
After you bleached the hair do you let the hair dry before you color?
No you don’t have to dry you can go right in with the color after you wash the bleach out
