China does Freedom of Navigation like any other Sea Power. The issue other Nations have is when China violates waters of other Nations like the Philippines or Vietnam. The Russian Ships are not in US Waters and have Maritime Rights to go in International waters. Many media outlets are fear mongering. The US, Russia and China monitor each other's Forces all the time. The only time there protests are when Territorial waters are violated or when Air Crews take aggressive maneuvers during Identification Flights. Unofficially, it is a good way for one Nation to record and study another ship.
You don't need to assert "freedom of navigation" rights if those rights aren't being disputed.
Generally, a warship is used to assert those rights if merchant ships have been prevented from going about their lawful business in international waters.
The US is not preventing vessels from using the international waters around its territory, so to suggest that warships should be sent "to show them the freedom of navigation medication" makes no sense.

If a western warship suffered a breakdown, there's usually an ally not so far afield, and a friendly port where fixes can be made. If a Russian warship suffers a breakdown, the last thing the Russians want is assistance from some western nation (in the past, help has been refused, even if doing so has resulted in tragedy). A stricken ship can't be left for days on end waiting for a tug to be dispatched from a Russian base, so a tug goes with them, to be ready, just in case.
Putting in to a port close to US shores is being played-up as a great triumph by Russia's apologists. In reality, though, I think what it shows is that Russia needs Cuba more than Cuba needs Russia. Which is just as well, for Russia won't be doing anything meaningful to help Cuba; invite a few gullible people to come to fight against Ukraine, maybe, but nothing useful.
