We go every year for peak bloom, and the best views are from the paddle boats in my opinion. We got really great pictures of the cherry blossoms from the water. It is well worth the cost and exercise.
Another cool experience is when the blossoms are past their prime and it "snows" cherry blossom petals. In addition to telling people DO NOT DRIVE is that they should wear very comfortable walking shoes. There aren't any super close Metro stops, and the some of the walk way is uneven.
