This is an older video of Stossel and a really good one.
Some called him a leftist for making vids such as this.
His more recent ones have a lot more bias in them.
He is a really good journalist and Libertarian.
Unfortunately, he started using yellow journalism techniques.
His time at Fox has colored his journalistic judgement.

He's trying to create an argument against the left by appealing to the left. The left promotes "socialist" ideas of income redistribution while blaming the rich, but also tend to promote clean energy. So he takes a concept they very much dislike and ties it to a concept they do like to get them on board with gutting clean energy incentives. He fails to mention that flood insurance and clean energy incentives are both in response to global warming and not intended to save poor people money.

The problem is that every single one of those programs looks innocent at first glance. Flood insurance for low income communities gets turned into a pet program for people with million dollar beachfront homes. Farmer's insurance is established for small family farms, which coincidentally sends the bulk of its revenue to people who make several million dollars per year. Electric car subsidies that are meant to make electric cars more affordable for the middle class, end up providing free golf carts to the rich.
These carve-outs become highly defensible, because anyone who attacks the flood insurance program can be accused of waging war on low income communities. It's even better if they can accuse you of going after brown people, because "You clearly don't want a black woman getting money from the government. You're just a racist piece of shit."

Every person in Congress qualifies as a rich person by these standards. There are a precious few of them whose primary income is their congressional salary. They pass laws like this because they personally benefit as they will have, by the time the law is passed, invested thier money in just the right way to get the benefit.
A certain statistician got famous for his mathematical algorithm being more accurate at predicting societal trends and the actions of foreign governments than anyone else's. History Channel called him a modern Nostradamus. The only one I can sort of agree with is disability insurance and I don't mean if you have a sore back you get paid to stay home. I mean people that had some serious bad luck and say had a child with a care intensive disability. I'd like to help those people, but maybe the best way to help isn't government but private charity. Any of these programs could be made better with some common sense. The flood insurance program could be made useful by stating that once a claim for over 50% of the assessed value, the property would not be eligible for National Flood Insurance or FEMA claims for 100 years. This would identify the property at risk to flooding very quickly and encourage people to buy or rebuild on less risky property. The program should be opened to all people (not just those in flood zones) and FEMA should be forbidden to reimburse for natural flooding.
