That is not technically a fuel leak. There are outlets on the end of the wings that allow venting of the fuel tanks and sometimes a bit of fuel gets into the tank and then is vented overboard.

No, it's normal procede on the Boeing 737 when have to much pressure on the fuel.

@@CrosswindAirSpotter yes, near the wing tips are air vents to provide positive pressure on the fuel in tanks to prevent vacuum.
