i think you can only respond on android but not on ios for some reason

I get it, but only can use quick reply with the SMS, not work with Whatsapp

Review your settings in the Quick Reply section and activate SMS .

There is a option to select 5 different response like : call you later , unable to talk you can setup on the app under quick.
