This could be a good $7-8k car in the Northeast. The quarter rust is fixable and the floors, frame rails, and trunk are most likely decent. The engine compartment is messy but not torn up. Stock 70's Dodge engine parts are plentiful and quite possibly free. A little elbow grease and paint and you have yourself a nice original style cruiser.
Uh oh Tyler. I used worm gear hose clamps.... No wipers. The first thing you see when you look at this. Overspray galore. You said what I said about the interior; tired, uncleaned.... I don't remember seeing these in red. One side rocker trim?? Remember the small used car lots back in the day? Sharp!!! Written on the windshield. Saw dust in the tranny and rear diff....
When used properly worm gear clamps are OK but people tend to crank down on the screws too much and that can be harmful. The advantage of spring clamps is that they can expand and contract to maintain a good seal under varying temperatures without the risk of damaging the fittings.

You could hire out for pre-purchase inspections on old Mopars without difficulty. Your attention to detail is excellent.
Thank you. I'm just shocked they didn't stop the paint line at the inside edge of the fenders and hose the engine bay down with black semi-gloss spray paint. Painting an engine bay with the engine in place is a bad idea.
As someone who bought a lemon last year, I can attest to what Tyler said in this video!! It may look pretty from a distance and someone who doesn't know much about classics will think it's a "real nice car", but once you start picking away at the scabs the true condition becomes apparent...

Chrome side view mirrors don’t look right on this car. Quarters and trunk floor extensions are rust prone. This one looks like a typical flip car, a shiny mess where many corners were cut to save money. Engine bay is full of shiny chrome JC Whitney crap. I bet the AC works, just needs a little Freon.
Could have it been a copper ish color under the hood on the firewall it looks like they missed a spot of red paint and it looks copper ish brown ish next to the black hoses

Unfortunately it’s people doing these types of flips that gives us car guys a bad name. I have no use for car flippers, especially Mopar car flippers because they are gouging 2 to 3x the amount of the Fords and GMs. These are the a--holes that ruin things for us life long Mopar lovers and have driven the prices to ridiculous heights thanks to Mecun and Barret Jackson as people seem to think they are all going to get these kind of prices whether the car is in good shape or a total rust bucket. Aftermarket parts makers jumped on the bandwagon and their prices are typically 2x the price of comparable Ford and GM parts. As they said in Game of Thrones ..Shame...Shame...Shame

It won't sell at anywhere near the listed price. The professionals don't generally deal with cars like this, if they do they want to make $1,000 or so above their costs and get rid of it. This hobby is filled with risk, only the dummies would put much effort into that big bumper Scamp and expect to make much, if anything.
if inside was mint i could see 6k in it but no more and that's only if floor and trunks good any one paint a car and get paint on every thing hads no respect for the car id not give 18k onless it was 100% mint the way i wanted with 0 work needed ready to drive

Missing wiper arms are a huge red flag when looking at these flipper antiques. Once I see them missing, finding other defects becomes trivial.

Not sure without seeing it in person. In 30 years I've seen one red Swinger and one orange Swinger and all the rest have been tan, brown or green.
