Those units cost the same as the xbows but are MUCH better than them, especially with the counter-infantry rifle upgrade from the arsenal. They really come in handy when you run out of gold mines, which happens like 80% of the games as Germany lol
Hmm, I'm reading about this card now, have never used it. Since it's an age 3 card it's using 1000 res to send, not sure it's worth it. Any other age 3 unit shipment seems better and 1k wood would help get estates built. You typically don't want to keep making this type of unit in the long term, but I'd have to see them in action to be sure.

Units that cost gold typically require at least 2 plantations for contast production(because plants gather so slowly), and before I could afford that, it was important to have the food income to maintain villager production. Therefore, I prioritized mills and military to defend while I produced vils, to them eventually afford the multiple plantations.
Chevaulegers also have really good hand attack, so they can wreck skirms and artillery in a pinch, and since they are heavy on food instead of coin they make it easier to macro as Germany.

When your heavy cav has only 6.75 speed the raiding game is pretty much over as soon as the enemy has goons imo.

Faster than WW, have range resist unlike WW, quicker fire animation for hit and run
