I'm not sure if this qualifies not high tier Nasuverse character can have pretty buster and confusing scaling. Like high tier nasuverse characters consider fate servants fodder, and they can get busted in their own right.

God Emperor Doom proved himself to be more powerful than all of those marvel characters he faced in the comics but despite how powerful he was there was a clear cut, established limit to the amount of power he could output that Doom himself specifically stated, I remember in the comics.
That clear established limit of Doom, I have scans of Yhwach exceeding "Effortlessly", literally.
And Yhwach stated that Eos Ichigo was powerful enough to overpower him.

If we are actually going to analyze the pure feats performed by them.
I can post the scans where Doom states these limits and the scans where Yhwach effortlessly exceeds those limits if you want.
The reason that I am able to make these kinds of comparisons is because an "Incursion Event" almost identical to the one that takes place in Marvel comics, also takes place in the Bleach Manga ch 617 , which gives me a point of reference I can use to compare Yhwach and Doom's powerlevels.

God Emperor Doom would be Multiversal in DB because the Beyonders were stated as Bound by Time, so if featured Doom may lose to a character going back in Time and beating him

Doom in Secret Wars as God Emperor was weak AF. He had the power of ALL the Beyonders and all he could create is ONE world and maintain it. He had the power to create at least an entire universe, if not a multiverse, and all he could do was Battleworld. He couldn't even keep the individual areas in line and had to count on many underlings. He had the power but couldn't use it all because at the end of the day, he was God in a man's body.
