I am surprised why staff in uniform are not saluting when the Rashtra Salute and National Anthem is being played. Is it not understood that they should salute

Not compulsory to salute when national anthem is played but it is compulsory to salute during flag hoisting ceremony so here when the national anthem was played those in uniform are not obliged to salute but some of them did maybe in confusion or just habit
Only one who is in command or incharge salutes. Here it is the president who will salute
