Alright, my theories for the duplicate Linkara. 1. He is Linkara, but from a timeline that diverges from our Linkara's own at some key point in history, likely due to some sort of time manipulation, thus why he still has the old outfit. I suppose technically that could just be considered a parallel universe, which Linsano ruled out, but maybe there's a difference between a full alternate universe vs. simply a different branching path in the timeline. 2. This is a Mr. Mxyzptlk/Superman Reborn situation, where the entity or another being powerful enough to copy Linkara's DNA perfectly genuinely believes it is Linkara. I think Linkara teased he might be getting a new outfit, so I'm imagining a situation where the old and new combine to form a new whole Linkara, like what happened with the Pre-Flashpoint and New 52 versions of Superman in that story.
13:18 - They weren't banned by treaty _yet:_ that was established in TNG. In fact, the blueprints that came with DVD's of the Motion Picture outright say the shuttles _did_ have cloaking devices.
I have theories 1. Transporter Accident (Thomas Riker) 2. Mechakara skin suit revived on Europa (unlikely) 3. Clone by way of 3D printing with some implanted memories, to what end who knows (also unlikely) 4. Magic (I have no idea, but i'm thinking the Clone Spell of the Necromancy School in Dungeons and Dragons) 5. An elder god is screwing with him, presumably skeletor from the previous seasons halloween special, that was never touched on again
So a few years ago, Linkara remarked during the Clone Saga that he didn't think that Ben Reilly being the original was the worst thing in the world. I wonder if that was Lewis trying to slip in a clue about this.
Anyone else excited for Star Trek VS Transformers coming out September 19? The siliness of that will be offset if at any point in the series the Enterprise will become a Transformer. TRANSFORM AND ROLLY GO WHERE NO ONE HAS GONE BEFORE!
"The siliness of that will be offset if at any point in the series the Enterprise will become a Transformer" Star Wars already did that because the toyline is owned by Hasbro. ...Actually come to think of it, IDW currently has the rights to Star Wars... Doctor Who and Transformers and a couple of references in MLPFiM (granted, one of them was Discord bending reality and even wearing one of the outfits Q wore which they probably would have done even if they didn't have the comic rights to Star Trek) but not Star Wars? WTF IDW?!
I love this Linkara already. I'm dubbing him Renkara. Len. Rin. What, I was a vocaloid nerd *before* being a DC nerd, I was listening to Hatsune Miku on my aunt's car before I started hoarding Teen Titans DVDs! But man, while the comic wasn't the greatest and it could have been better (even not having watched or read anything Star Trek, I've got enough second-hand knowledge from AT4W to know it can DEFINITELY reach better places), this lore is just… God, it's so good. I may be late to the party, but I adore this more than the previous arcs. And that's what I said about the PREVIOUS arcs too! Every single saga manages to build on the last one and bring a better, greater story to us! Hats off to you, Linkara, for real. The last episode's cliffhanger is still the biggest punch to the gut I have ever gotten from a story tho
Is it me or is the R.O.B. the robot in the background on the shelf looking right at Linkara and each episode it’s featured in, its head turns more towards him. Just saying, getting AVGN episode 100 flashbacks here
I've got this one DC Star Trek comic. I don't know if it's a trade or what but it's titled Who Killed Captain Kirk. The Copyright date is 1988 and it's mainly about someone assassinating Kirk and that Bearclaw guy mentioned in this episode becoming the main suspect. But this comic also had other stories like the Enterprise crew being sent to Hell, M'ress a woman of the Caitian race (Basically a race of cat people.) getting a crush and hitting on Sulu. And a Klingon x human couple adopting a dwarf, slow, albino Klingon who named himself Moron but later takes the name Bernie.
Even though I'm more of a Star Wars fan, I still have a soft spot for Star TREK. I really gotten into the franchise during the summer of 1994 when my mom let my sister and I watch episodes of Star Trek: The Next Generation right before we all went to bed. At the end of that same year, I got to see my very first Star Trek movie, Star Trek: Generations. Overtime, I was introduced to all the other Trek TV shows and movies that were around at the time, and I REALLY gotten into it when the Paramount Network (known as TNN until 2003) aired reruns of TNG, because I was older enough to fully appreciate it. I even hate the poster to the 2009 reboot movie framed and hanging on my wall along with other movie posters I own. 3:10- I love Commander Zebracake's product. 4:00- Cough*DeathStar*cough. 7:35- I just have a feeling when he comes face to face with a Klingon, he's gonna say, "Hello. My name is Ensign Bearclaw. You killed my father. Prepare to die." 9:36- "Ha'DIbaH." ("Animal" in Klingon) 10:27- Yeah, I'd feel the same way, too, when it comes to nerdy stuff like this. 16:51- Never stop on the Trek-frences, Lewis.
Looking forward to the rest of Star Trek-tember AND the rest of this "Clone Saga Storyline." Can't say I saw it coming but in retrospect I guess it's kind of fitting. XD Also not to geek out but seeing my name in the credits is spectacular XD (Glad I was finally able to take the plunge and support :) )
So, I just noticed Comickron1 only has three visable guns and doesn't seem to have any armaments or shielding on the bottom, other than the general shielding I mean. Also the Federation apparently didn't have therapists until next generation, as evidenced by LT Bearclaw here.... even though the Vulcans aka the psychic space elves, are you know, telepathic and should really have seen things like massive revenge fantasies coming.
Theory time: my initial thinking was that this is Mechakara who somehow came back again, having transferred his mind into a a fully organic body but the process damaged his mind. I then remembered that Mechakara despises organics and only wore Linkara's skin to allow him to travel between universes and attempt to access magic, plus it would remove all of his robotic advantages. Second, perhaps another fragment/remnant of The Entity, this time unintentional and is the result of the dimensional anomaly trap interacting with its lengthy possession of Linkara? Third, a delayed anomaly brought about by The Plot Hole (that is if it's still canon after all of the recent turmoil)? Fourth, an attempted subterfuge by one of the participants in The Contest Of Champions? Fifth, one of Vyce's backup plans just in case something resulted in his defeat/demise? Sixth, not an origin of the clone but something that it did: it was the one that sabotaged Comicron-1 and forced it to crash on the Moon. We never did find out what caused the crash.
Well, I won't confirm or deny any theories except for this 6th one - what forced Comicron One to crash on the moon WAS revealed - it was a cybermat that had gone berserk. Revealed in the Yu-Gi-Oh GX Ch. 1 review, IIRC. There was no evil presence behind it - it was indeed a random occurrence of chance. And yes, the Plot Hole and the anniversary movies are still canon despite no longer being associated with CA. =)
In one of the novels I think, Sulu was meant to to become the Captain of the Excelsior after what became the Mutara Incident, but Starfleet delayed it due to the events surrounding it and the aftermath. They didn't give him the ship because they wanted information together and his actions in stealing the Enterprise caused even more of a delay.
I agree. Also because using a star trek plot line makes sense in startreksember. And it answers all questions, except where he's been all this time and how he's lost his memory.
Tell Linksano not to rule out clone by way of 3D printing, essentially create the cells in a lattice, printing them one by one, it gets around the aging issue, and it can take ages if you don't have a lot of biomemetic gel handy
Warranting a guess. We know that the Vyce that came back in Pollo's temp body was his digitized consciousness, which is what he was post that point despite later appearances. His original body (presumably original anyway) was left behind in the Minnesota dimension, ie a cold place. My guess is somehow, someone or something turned Vyce's body into a perfect match of Linkara, hence the pain. For whatever reason, we'll have to see. Could be totally off base, but that's what immediately came to mind.
4:00 Did you forget that DS9 used retro rockets or something to move from Bajor’s orbit to near the Bajoran wormhole? 12:02 Obsession was the episode Kirk was referencing, IIRC. 12:43 Why is McCoy wearing that outfit? I thought he had the same uniform as everyone else in II-VI. 13:45 Since this is the movie era, I believe this was BEFORE the treaty that had the Federation ban the use of cloaking devices on their ship (the sole exception being the Defian- I mean the USS Ben Sisko Motherlovin’ Pimp Hand). 17:28 Must’ve been Koloth’s ghost that got killed by the Albino in DS9. Since it’s Star Trektember, maybe Clone!Linkara is a duplicate in the vein of Thomas Riker.
This is going to be a much better clone saga then Spider-Man! Also a few theories 1. This is an outcome of when Linkara “I am a man” punched the universe with the infinity gauntlet. 2. Plot hole regened the fleshy bits of mechakara. 3. A Linkara from an alternate timeline where he didn’t change outfits. I’m betting more on 1 and 3 though leaning towards 1. You punched the universe with a cosmic W.M.D! Who knows what kind of insane chaos you unleashed! I’m talking Joker level insanity here!
Well, my personal and insane theory is that the clone is in fact just Pilo. Clearly it's simply gathering info on opponents due to a lull in the contest.
Ah Linkara, my old friend. Do you know the Klingon proverb that tells us that the needs o the plot, outweighs the need for logic? It is very cold in space.
I have never watched a single episode of any Star Trek series, but know a lot about it thanks to you. By the way, during the end credits you start something in parentheses, but end it with a comma. Loving the story-arc so far.
What, are you saying that Comicron 1 Doesn't have an instant easy access self destruct button? If I've learned anything from well respected Doctor Hienz Doofenshmirtz its that if its worth building its worth building WITH a self destruct button on it
I was literally just watching some of your storyline compilations. Imagine my happy surprise to check my notifications and see the latest episode helps been uploaded (I’d keep up with your actual website but I prefer to be surprised)
6:54 I'm guessing this must be canon to Star Trek Online as well as the Khitomer Accords, which replaced the Organian treaty were basically obliterated in 2399 in that game's timeline even after the war seen in Deep Space 9 was resolved (there was a ship that had apparently departed from Organia according to an arrival roster in Deep Space 9 so there's no logical excuse for that one though).
Oh, yeah. I didn't think Mechakara was correct, but I couldn't think of who else's it could have been. But while I have you here, care to offer any more cryptic hints, or was that it?
19:01 i always hate it when they draw the edge of the enterprises saucer section to flat and boring. normally it has a sleak sharp edge and not a 90° angle
09:30: "This will be a day long-remembered..." wait, which 'Star'🚀 series is this again? 13:40: there was pretty okay TNG episode where Riker (who has an absurdly busy backstory, even w/o Tom Riker) and his old captain were secretly working on a Federation cloaking device. 16:30: "Oh, thank Kah'less!" See, Lewis, THIS is why I ❤ your 'Trek' geekiness. 18:40: This is EXACTLY why Federation ships require the authorization of three senior officers (except for that one early TNG episode where only Picard & Riker activate it)! Diggin' the storyline so far...
That last one is very easy to explain, the computer was confused. It thought both Will AND Thomas Riker were authorizing the destruct. I mean.... it didnt flinch when Picards voice came out of Datas head that one time... so its probably not checking for visual confirmation right?
Could be a machination of the Entity...though incredibly doubtful considering that I'd imaging Linksano could detect that kind of energy. Iunno, maybe he's a resucitated 'extra life'?
For now, this seems to be the safe bet that this is likely related to 90 kids warning. It could refer to another character, but if he is referring to this character, it is unlikely the Entity, Vice, Mechakara or Holokara. Since the character foreshadowed needs to be able to show genuine remorse, which is out of character for those four villains.
So I just realized something. You mentioned that the cloaking device the Federation shuttle would have is in violation of a treaty. But the treaty that banned the Federation from using them was signed in 2311, 26 years after this comic would be set. So that aspect is not a retroactive continuity issue.
I feel like you could do this plot idea in a modern comic Idea A: the Klingons have somehow figured out how to access a transwarp network, but are cut off from it somehow after fighting the Enterprise a few times and their base is destroyed, retroactive foreshadowing for the Borg. Idea B: This particular Klingon ship has stolen Spore Drive data from prior to the USS Discovery’s disappearance, taken during the Klingon-Federation War of the 2250s, and Starfleet Command is insisting that the Enterprise destroy the ship, extremely adamant that it doesn’t transmit to the rest of the Klingon Empire, to the confusion of the crew. Kirk knows what’s going on because of Spock detailing the information in a previous personal interaction since they’re such close friends, plus getting officially briefed due to his status as an Admiral, and it now falls on him to maintain the secret from the rest of the crew, creating tension.
The few surviving Organians discovered time travel and migrated into the past to a galaxy far far away. They settled on an idyllic planet establishing the lineage of one of the great noble houses who came to rule and represent the peaceful world into the "dark times". Their direct bloodline would come to an end when an artificial moon appeared in orbit and emitted a beam of piercing green light. The only survivor of the house was an adopted daughter forced to helplessly watch the destruction of world, family and people. Ultimate crossover established, LOL.
I think he's doing something akin to the TNG episode "Second Chances" he was 'cloned' by a faulty transporter. He has been transported several times in the run of the show. as TNG explained it, the transporter made a back up and didn't get the acknowledgement from the end location so it returned the back up where it was.
My guess is Retrokara was a transporter duplicate that was intercepted somehow like how Riker was in TNG. Both were Riker equally but developed differently because if their different experiences.
My guess is that Twinkara will be created during either Startrek-tember or the Halloween arc. Storyline antics during the Clone Saga review will result in Twin being sent into the past to reveal vital information to past/present Linkara.
Based on all the evidence so far, the most likely scenario is that the other Linkara is Mechakara, revived via the Europa restoration field. The field regenerated the human components only, which might be what caused the amnesia. Linksano wouldn't be able to detect the traces of him being from an alternate universe, because the cells comprising the new body were created in this universe. The way he's looking at his hands indicate that they seem strange to him. If I recall correctly, Mechakara's hands didn't have flesh. The tears in the other Linkara's coat do line up with the ones on Mechakara's coat, and Mechakara was wearing a black shirt in his last appearance. However, Mechakara's shirt was torn, while the other Linkara's shirt isn't. After that, the next most likely scenario is a transporter duplicate, like with the two Rikers in TNG, but that raises the questions of when the duplication happened and where the other Linkara has been since the duplication. It's too soon to be certain about who the other Linkara is, but things will become clearer as the weeks pass and we see more of the storyline. I'm looking forward to seeing things play out.
In reference to the situation with a Starfleet shuttle having a Cloaking Device... It was established in TOS that the Federation had stolen a Cloaking Device from the Romulans in "The Enterprise Incident", meaning they could have had an example of the technology to use. The treaty prohibiting the Federation from developing and using Cloaking Devices, the Treaty of Algeron was not yet established, being first mentioned in TNG "The Pegasus" (Aired in 1994, well after this comic's publication date of 1984), but not only that, in setting the treaty was signed in 2311 while these events are taking place in 2285. In other words, both from an outside perspective and in universe perspective, there's actually nothing stopping Starfleet from having Cloaking Devices. So the only real "WTF" moment is that prior to this they'd never shown Starfleet USING a cloaking device. Now, that's not to say it still isn't a WTF moment (as seriously, if you HAVE cloaking devices why put it on a shuttle and not the Enterprise proper), but it isn't quite a canon breaking as you make it out to be... ;)
I spy a gold power staff on the shelf there.... of course! Linkara is really a triforan and split himself up into his Wisdom, Courage, and Heart forms! Now we wait~
Earlier versions of the scripts (and the novelizations) stated Sulu *was* to command the Excelsior. Whether he had already been promoted, or if that would be done shortly before his officially taking command was unclear. This makes his soul searching about helping Kirk spring McCoy and get to Genesis more poignant. He is giving up his dream right when he is on the verge of attaining it.
Cool concept with the clone. To bad we can´t make it like Retro-Kara with him reviewing older stuff since you are already doing it. And it is sort of nice seeing your old get up again. I have missed them. But that is good. That shows your show have grown and continued.
AAAAAAA THIS STORY ARC IS ALREADY SO GOOD AND NOTHING HAS EVEN REALLY HAPPENED YET. Its a mystery and we're just starting out with all the logical solutions we'd jump to just getting debunked. Cant wait for more!
My thoughts on the identity of Retrokara is that it is Mechakara but in a body made in this world by something. As for the amnesia, it's possible that when his AI was uploaded, there was an error and his memories aren't compatible. So why the clothes? Well it's possible that the body was naked and he grabbed it off the old body out of instinct. Hell for a stretch, consider the Mimikyu in the background during the talk. Mimikyu is a creature inhabiting a Pikachu costume. It's possible that this could also be the case. I do admit though I could be wrong and hopefully the real identity will be a good one ^^
Also, Koloth survived at least to the signing of the Khitomer accords in the tv show. Otherwise he couldn't have become friends with Kurzon Dax (see Trials and Tribbleations).
Well, that's a fun little situation... Let's hope Linkara warned Harvey beforehand. Considering what's happened with doppelgangers so far, seeing two Linkaras again will make him flip!
When you started going on about the Klingon ships I swear you sounded like Stardock talking about the 15 different type of bomber craft the Empire use..... Nerd....all of it....all of it!
Oh, and that "Federation using cloaking devices"? Yeah, that entire treaty was invented during TNG to explain why the Federation never used cloaking technology despite being a tremendous asset besides "we're peaceful!" Also, you may notice only smaller ships used cloaking during that era. It wasn't til TNG that big Romulan ships were using it. Cloaking devices in that Trekverse have enormous power consumption, which is why Klingon ships can't fire and cloak at the same time (at least not til Chang.) I know this because I was reading those comics. After Star Trek III, Spock returned to being a full member of the Enterprise, til he had a "remission" just before the Star Trek IV comic so they could explain why he was having to train his mind again despite being a fully functioning member of the Enterprise for 2 years! :D
I vote to call the clone Linkara "Twinkara" until we figure out what exactly he is.

4. Magic (I have no idea, but i'm thinking the Clone Spell of the Necromancy School in Dungeons and Dragons)
5. An elder god is screwing with him, presumably skeletor from the previous seasons halloween special, that was never touched on again
@@alexandercross9081 or just good old-fashioned Warpfuckery by chaos...
That musical cue at the end gave me Vietnam flashbacks of the entity.
I want more of the Star Trek/ Green Lantern series. Especially after the ending scene of the second mini.
Hope Skywarp in it, he’s my favourite
Wait this is a thing?
...
WHY WAS I NOT INFORMED THIS IS A THING!?
So can we expect to see Kirk trying to get into Arcee's tailpipe?
"The siliness of that will be offset if at any point in the series the Enterprise will become a Transformer"
Star Wars already did that because the toyline is owned by Hasbro. ...Actually come to think of it, IDW currently has the rights to Star Wars... Doctor Who and Transformers and a couple of references in MLPFiM (granted, one of them was Discord bending reality and even wearing one of the outfits Q wore which they probably would have done even if they didn't have the comic rights to Star Trek) but not Star Wars? WTF IDW?!
"I suppose we could just ask him..." Damnit, and just as i was taking a drink too. *Wipes off monitor*
I recently found a DC Star Trek where the Enterprise is taken over by intelligent housecats, who’s cover is a lie.
Okay, important question regarding the clone-storyline: Will Linkara-1 or 2 dye his hair blond?
Prepare to die."
9:36- "Ha'DIbaH." ("Animal" in Klingon)
10:27- Yeah, I'd feel the same way, too, when it comes to nerdy stuff like this.
16:51- Never stop on the Trek-frences, Lewis.
This is going to be one hell of a saga and month
"No tribble at all." I love that line.
Looking forward to the rest of Star Trek-tember AND the rest of this "Clone Saga Storyline." Can't say I saw it coming but in retrospect I guess it's kind of fitting. XD
Also not to geek out but seeing my name in the credits is spectacular XD (Glad I was finally able to take the plunge and support :) )
Andrew "The Angry Sports Fan" Acuna I feel at some point mechakara will appear in this arc
HEY YOU
So, I just noticed Comickron1 only has three visable guns and doesn't seem to have any armaments or shielding on the bottom, other than the general shielding I mean.
Also the Federation apparently didn't have therapists until next generation, as evidenced by LT Bearclaw here.... even though the Vulcans aka the psychic space elves, are you know, telepathic and should really have seen things like massive revenge fantasies coming.
Vulcans are not that kind of telepath.
@@DrewLSsix hmm. fair.
The cloaking device thing might have been a power issue, though that would have been good for the comic to explain.
Huh, I don't recall that, I'll go watch the episode then. :) Thanks for the clarification and keep up the stupendous work. :)
Also, the Treaty of Algeron, which you refer to, is signed long AFTER these events.
Calling it now the clone is actually an teleportation copy like in Star Trek and commander Riker.
Also it’s funny how Linkara being a clone was unintentionally foreshadowed in I believe the very first “previously on” segment.
Also a few theories
With how many characters Lewis is playing I half expect there to be a cover of the theme song with every Linkara singing it together.
Oh awesome I get to watch Linkara before I head into work!
0:21 Well now I'm curious about which of these Enterpise falls into. I'm guessing one of the later two.
So for the plot part of the episode, did anyone else hear the entity noise at the end?
You mean that duuunnnnn sound?
What, are you saying that Comicron 1 Doesn't have an instant easy access self destruct button? If I've learned anything from well respected Doctor Hienz Doofenshmirtz its that if its worth building its worth building WITH a self destruct button on it
17:52 Why does he have a self destruct button...on the PILOT'S seat?
The way Retrokara looks at Linksano. I stand by my calling that this is Insano's work as a payoff to Linkara cloning Spoony.
Gotta love that Toto’s Africa Tour reference in the thumbnail/titlecard.
25:27 Mimikyu in the background. Next to Mecharkara's robot hand, and the Infinity Gauntlet. Not sure if all of that means anything or not.
That is not Mechakara's hand - that is the hand from one of the King of Worms' robots.
Oh, yeah. I didn't think Mechakara was correct, but I couldn't think of who else's it could have been.
But while I have you here, care to offer any more cryptic hints, or was that it?
... We aren't dealing with a fern are we?
I'm more excited for this than I feel comfortable admitting.
19:01 i always hate it when they draw the edge of the enterprises saucer section to flat and boring. normally it has a sleak sharp edge and not a 90° angle
I have to wonder, how is Viga handling two Linkaras around the house?
4:22 - 5:17
That...was actually pretty damn good!
*Congratulations!* 👏
Who watches Atop the Fourth Wall at 1 AM?!
Me: Oh boy, 1 AM!
Make it so Linkara!
I feel like you could do this plot idea in a modern comic
Idea A: the Klingons have somehow figured out how to access a transwarp network, but are cut off from it somehow after fighting the Enterprise a few times and their base is destroyed, retroactive foreshadowing for the Borg.
13:46 Also, I think it's well established that NO ship that small has a cloaking device.
18:56 Also, he appears in the DS9 episode "blood oath".
18:37 - unless the other button in front are like the password keys to unlock the button.
Granted, the password was 12345 same as his luggage
Instead of being a clone of Linkara, he could be a clone (or the OG) of another of his characters - they all look similar after all.
Sleep is illogical. Also, LET THE CLONE MADNESS BEGIN!!!!!!!!
“I’d love to prevent your wars, but I gotta pretend to herd goats.”
-best excuse I’ve heard
17:06 I'd assume Konom told them Koloth was in command off panel
2:50 why is the enterprise moving backwards?
Now, that's not to say it still isn't a WTF moment (as seriously, if you HAVE cloaking devices why put it on a shuttle and not the Enterprise proper), but it isn't quite a canon breaking as you make it out to be... ;)
The hologram made flesh and with scrambled memories?
I spy a gold power staff on the shelf there.... of course! Linkara is really a triforan and split himself up into his Wisdom, Courage, and Heart forms! Now we wait~
Chrono Trigger. A 'moment in time' duplicated, a person stripped from it.
A Linkara, in a moment, duplicated... but the first wasn't dead.
So I want linkara at some point to cover the event shattered grid from the boom studios power rangers comics to see his feelings on it
Cool concept with the clone.
Ah the storyline is so intriguing. I can't wait for more :) This episode was great.
Experience beej? Sounds right up Kirk’s alley.
On one hand, the second Linkara breaks my hearts, on the other one, why did they have to ruin a perfectly fine jacket!?
When I first saw that Linkara "clone" or whatever it is, I thought Mechakara had returned.
23:36 Insano chaneling some christopher walken for a couple of seconds.
My theory is that the clone Linkara is somehow Mechakara.
25:27 is Togepi alright?
I'll hold off on the theorizing for the time being and just say that... poor Duplikara. I just wanna hug him. He looks so sad and confused. :
Also, Koloth survived at least to the signing of the Khitomer accords in the tv show. Otherwise he couldn't have become friends with Kurzon Dax (see Trials and Tribbleations).
Well, that's a fun little situation... Let's hope Linkara warned Harvey beforehand. Considering what's happened with doppelgangers so far, seeing two Linkaras again will make him flip!
When you started going on about the Klingon ships I swear you sounded like Stardock talking about the 15 different type of bomber craft the Empire use.....
Nerd....all of it....all of it!
Nice to see you got Spider-Man's whole "Which one's the clone?" thing out of the way before it ate up the rest of the year's episodes :P
Oh, and that "Federation using cloaking devices"?
Yeah, that entire treaty was invented during TNG to explain why the Federation never used cloaking technology despite being a tremendous asset besides "we're peaceful!"
Also, you may notice only smaller ships used cloaking during that era. It wasn't til TNG that big Romulan ships were using it. Cloaking devices in that Trekverse have enormous power consumption, which is why Klingon ships can't fire and cloak at the same time (at least not til Chang.)
I know this because I was reading those comics. After Star Trek III, Spock returned to being a full member of the Enterprise, til he had a "remission" just before the Star Trek IV comic so they could explain why he was having to train his mind again despite being a fully functioning member of the Enterprise for 2 years! :D
21:07 I think you mean... 'War were declared'
