That is true, Rod is supposedly a gay version of Bert as this is a Sesame Street parody and when you look at the people who've portrayed him they've all used a nasally voice, so yeah Perry could've been a bit more nasal and over-the-top but this is just a different interpretation and honestly I think it's fine for Rod (I mean he still sounds flamboyantly gay but not in an annoying way) and you gotta hand it to the puppeteer for having such a great singing voice. It's okay if you prefer the original, but it's nice to see other actors put their own spin on a character.

And whereas some normality in Avenue Q gives it it's grounding, there is little to no wackiness here at all. Rod is too boring and plain. This should the part where all of his compressed emotions explode but his counterpoint with Kate is far too normal.
This Rod is quite plain, I've thought that since I first found this a couple years ago. One of Rod's recognizable points is his nasally, uptight voice. This one is just so... not Rod.

Wow, I have to say that guy playing Rod is one of the best people I've seen perform that part, he really puts his stamp on it.
