Yes, you can obtain a D-number in Norway even if you are not a Norwegian citizen and hold a Swedish permanent residence permit. A D-number is a temporary identification number for individuals who are not Norwegian citizens but need to interact with the Norwegian authorities, for instance, for tax, banking, or employment purposes.
      Here’s how you can proceed:
      1. Eligibility for a D-number
A D-number is typically issued to:
Individuals who are not registered as residents in Norway but need to conduct business there.
People who need to pay taxes or open a bank account.
Those working or owning property in Norway.
Since you have a Swedish permanent residence permit, as long as you have a reason for needing a D-number (e.g., for work, tax purposes, banking), you are eligible to apply for one.
      2. Application Process
You can apply for a D-number through the following channels:
Your Employer: If you are going to work in Norway, your employer can request a D-number on your behalf.
Banking: If you need to open a bank account in Norway, the bank can request a D-number for you.
Tax Authorities: If you need to file taxes, the Norwegian Tax Administration (Skatteetaten) can issue a D-number when you register for tax purposes.
      3. Required Documents
When applying, you will typically need:
A valid passport or another form of ID.
Proof of your residence permit (Swedish or other).
      Employment contract (if applicable).
Other supporting documents depending on the specific institution requesting your D-number (e.g., bank or tax authority).
      4. How to Apply
Tax Administration (Skatteetaten): If your application is tax-related, you may need to submit the application at a tax office.
Banks: If you're applying through a bank, they will guide you through the process when you attempt to open a bank account.
The issuance of a D-number does not affect your residence permit status in Sweden, and it’s primarily used for identification and interaction with the Norwegian system.
If you are moving to Norway permanently, you would eventually need to apply for a Norwegian national identity number instead, but the D-number is sufficient for shorter stays and non-resident activities.

Thanks for the video, is very helpful! I just try to have my appointment at immigration police at UDI. The next free day was in 3,5 months from now. I'm EU citizen, I work already and I will be in Norway for less than 2 more months so I can't have that appointment. Did you know if it's ok to go at Skatteetaten only with passport and my contract for D number? Because I really need a bank account. :)

@@yourstartinnorway6955 that's a lie. you cannot get a d number in a tax office. you can get a d number only in udi/ police station (only police station that can actually give you d number. it cannot be any police station)

Thank you for the video! However, there is no information in the NAV website to register as an unemployed person, only information to find jobs, even if I want to contact them, it ask me to register in the website first and when I try to do it, it ask me for a BankID or a social security number, which I don´t have.
In the Tax Office website, it says that in order to get a tax deduction card for the first time as a foreign citizen, It´s mandatory to bring an employment contract or written offer of employment.

You need to get a job before you can get a d number - I went to the police to register and that is what they said.

      hei :)
Try with NAV . NAV is an institution that must help you to get a temporary personal number (D number), if you don't have a job.

@@yourstartinnorway6955 that's a lie. nav will not help because you don't have a d number or any legal permit.
