Well it seems that what the government wants to do with Portmore is to turn it into an IT city. They want it to be like Silicon Valley. The BPO jobs are barely even scratching the surface.

Those look like boxes so close to each other
They are actually not that close together. Maybe around 15ft apart. They are pretty large so the video makes them seem close
