Yes it does sound like she is singing off key here. Which may or may not be the actual case. As beksbrat stated, acoustics and recording equipment are big factors. Sometimes the singer is actually singing off key in tune to the off key feedback the singer is hearing. Other times the singer is actually singing in key, but it is simply the acoustics and non-professional recording equipment that makes it sound off key. Smart phones are great and all but they are hardly professional recording gear. It is hard to tell unless you were actually there live.
She didn't sound off key at the venue. OCC has a sweet spot about 75 feet away from the stage, and unfortunately, this video was shot from one of the dead spots near the stage. It's tricky to get the sound right as one side of the building is open, and the other is the wall of the restaurant. It was a great, great show.
