The storyboarding program was definitely Toon Boom Storyboard Pro. AFAIK with the animation it's still done on paper and digitally inked (probably with TB Harmony).

Sponge Out of Water deserves to be revered for its ambitious experiment in being a mainstream animated film starring a TV show's cast, that blends four different types of animation in one film. The Spongebob series' standard hand-drawn animation with a big-screen budget upgrade, the stop-motion animation of Bubbles the dolphin space wizard from the future, the computer animation of the main Spongebob characters once they travel above water (for a much longer period of time than in the first movie and the episodes Pressure and Rodeo Daze), and the end sequence with the rap battle and the parade of Spongebob characters in the end credits. The best part is that Sponge Out of Water gave all four teams of animators credit, which Space Jam: A New Legacy did not do. I saw Vailskibum's video on the bad news of A New Legacy only crediting the 3D animators, while selectively excluding the 2D animators like Dave Alvarez. January 29, 2023, 1:12am

look very closely at around 1:30
if you've used adobe animate like i have, you recognize a few things:
- the toolbar's design
- the color picker on the toolbar's design
- the adobe logo at the top of the screen
- the vector lines themselves
- the svgs used for the tools on the toolbar
also, look up what software is provided to nickelodeon animators
they state that they provide adobe creative cloud products to their animation studio & have shown footage of breadwinners in the software

Sponge Out of Water is a unique success for its time, especially compared to the first SpongeBob SquarePants Movie from 2004, because it relies a bit more on the strength of the Spongebob brand by telling an ambitious varied story that works well within the confines of the show's usual characters, settings and 2D animation for the first half of it, before the second half takes us to the future with the stop-motion-animated dolphin and the surface world with the computer-animated Spongebob characters. That is how Sponge Out of Water accomplished the mission of the canceled Dreamworks film Me and My Shadow, which was to bring long-form 2D animation back to the big screens, and blend hand-drawn animation with computer animation by finding a creative way to use both techniques in different parts of the same story. If Sponge Out of Water only used 2D animation at the beginning and the end and had the main Spongebob characters above water for the rest of the story, it would risk becoming a rip-off of the live-action CG hybrid film adaptations of The Smurfs and Alvin and the Chipmunks, which I am positive is the last thing Sponge Out of Water wanted to become! It wasn't hand drawn unfortunately, it was digital. What I consider hand drawn animation is animating with pencil and paper. Correct me if I'm wrong though. This however used those drawing tablets.

@@raymondmcginley5676 1) the crew said that they’ve been using paper animation all the way up to now. They’ve just been using computers to ink and color it since Season 2.
2) Hand drawn animation is quite literally what the name implies. It’s animation that each frame was drawn by hand. Even if it’s done digitally you still drew it by hand.
