Finally, Hanoolaato is becoming a learning and experience information sharing platform. Appreciated the remarkable work and leadership of Ayaanle and the competent Minister.
Let me add few cents to the platform.
1. The generic measurement of the country economic growth s GDP = C+I+ (Government revenue - Government Expenditure) + (Export - Import). This clearly indicates that both our trade and public balances are in deficit, we are consumers (which is imported) and modicum investments due to instability.
2. To build sustainable development it's imperative to focus resource-based development and that is inclusive (wealth creation), shared prosperity, accountability and sustainable, as highlighted by the Minister.
3. From our Somalia experiences, the focus was mainly engagements and negotiations with complex instruments without national vision, transparency and required competencies.
What we need first and foremost is national consultation engagement (this is where Somali intellect blossoms and inclusive ideas and national development model (national identity) will be framed, resource-based industrialization and development compact. The focus may be Extractives, Agropastoral, Ocean and Green economy. This s just as an example. Green economy is critical to use the minerals parts to the assembly of renewable energy technologies and expand universal access to energy and build resilience and productivity. Let's not forget we are climate vulnerable country and entire Somalia is biodiversity hotspot.
4. The shared vision will be followed: a) National mining policies and administration procedure. We need specific standard operating procedures (SOP); b) Geological and mineral information systems. This is national security, and we need to standardize the fragmented data and host into secure database. c) Human capital and institutional capabilities. This is crucial and we can learn from many African and Arab countries, moreover we need to attract and harness Somali experts around the world. We shall also revive both technical vocational schools and national university. We used to have prolific faculty of geology with brilliant Somali geologist dispersed around the world. d) Safety health and environment is paramount due to vulnerability and rich biodiversity of our land. e) Partnership and investment promotion. f) R&D and innovation to leapfrog new technologies. This will be given to our brilliant youth. ...
5. 20 countries export crude oil in the continent. However, five countries dominate Algeria, Angola, Nigeria, Egypt and Libya, who between them account for over 80% of Africa’s oil production. Qatar, UAE and others benefited oil and gas industry with no human capital. We can learn from them. Norway model is human capital driven. The essence of development is Peace, and the essence of Peace is Justice, and the essence of justice is Identity. Our identity should be revived and rediscovered. Sheikh Aways articulated very well and other Scholar Somali scholars and leaders before and after him.
6. Critical constraints and success factor is Governance. The essence of governance is lead and strike balance between the three endowments: resources, people, and institutions. “A young shepherd does not let his sheep sleep”.
The civil war created a vacuum of leadership, hence warlords, clan-based regions, self-declared states, unrecognized "religious" groups, emerged, competing power; internal conflicts gave neighbouring states and others to influence and dictate the political economy and administration process of the country, while accelerating balkanization of the country.
What shall reflect, thick and build our own governance system. Why we are the only country in the world that use clan-based system. Hence competent and talented Somalis are forced to leave and help other countries. Why we pretend to apply pseudo federal system that is not reflection of Somali identity that is based mobility to mitigate and adapt climate change.

There are many Somali petroleum engineers in America and Europe with vast experience in the Oil and Gas industry. It’s lazy to suggest “Somalia doesn’t have industry professionals “ that can negotiate with international majors. It takes simple LinkedIn search to find competent professionals- the truth is the government loves selecting incompetent ministers.

Whereas there could be Somali professionals in upstream petroleum elsewhere, what the former minister is saying is that there wasn't sufficient and relevant capacity in the ministry during his tenure. In any case, the competency required is at technical level staff where there could be recruitment challenge at that level due to unmeritorious staffing challenge that is not unique to the petroleum and mining ministry.
