I mistakenly thought it was a circus instrument of some sort, such as what an organ grinder would play.☺ Happy now that I am no longer misinformed.... Our dialect in Scotland many years ago had a toy its metal ring with metal pole attached. You run with it to see how long it stays up. we called it a hurdy, gurdy 😂 I'm sure your Irish family will remember them, but a different name
