well, they're pretty much completely different moves, lol. But the gallop seems to change depending on who you ask. I think I've seen three moves get called "gallop" and none of them are the heel step.
The heel step can involve a hop or simply just making contact with the heel and bringing it back in line by moving side to side. While the gallop or as I've also seen called the farmer is mostly a knee raise movement and bringing it back to Center. The heel step uses a kick motion and makes contact with the heel wow the gallop uses the knees and can range what part of the foot makes contact
