Clamor for good governance has started from the wrong end, Top-Bottom it should start in schools where the law has banned caning. Corruption at the top is not worse than the state of desolation children have to bear in schools. Corruption benefits someone while caning is pure UROGI. Bills, Laws, Appropriations-Parliament remains irrelevant as a law making institution if the children cannot be accorded legal rights. All laws and policies should start with the way the weakest members of society are attended. Stop caning children in schools where teachers are acting the president- Love and peace are unmistakable divine attributes whereas caning is painfully satanic.
