There are no rules indicating when we should use '‘er’','‘ur’', or "ir" .
Kids recognize them by sight.
They need to be taught and memorized for reading and spelling.
use a combination of mnemonics and pictures to help kids differentiate words and recognize them.
Building up a large base of sight words can help kids become faster, more fluent readers.

Here my question is that there are so many words that do not follow the phonics rules but we can learn by practice is ok.
But in other language like Hindi, Gujrati in India there is no words that write or read out of rules.
So can we say that English is a standard or legal language that not follow any rules?
