Pretty sure there isn't a window where priority is passed that allows Scour to be played before the agility token destroys itself. I'm no judge though so take that with a grain of salt.
I believe you are correct as no one gets priority during beginning of turn or end of turn procedures. Since the Agility token activates during the start of turn and not start of action phase, there is no priority window for either player.
After this game we had a chat about Agility vs Might vs Seismic and we came to the exact same conclusion. Not every game can be perfect, and this was a good learning experience for us on a few of the rules interactions and reading the cards closely. Luckily, most of the new cards are worded as "At the beginning of your action phase" and only a few remain as "At the start of your turn" so this issue will close itself over time as we get into more wizard heavy game play.
