I have found that windex works great for bobo balloons. I haven't tried it on other balloons. So I'm not sure if it will work.

It has streaks because you are using your hand. If you use the tire cloth it might not have streaks

I only have worked with high float once and I bought metallic balloons, so I didn't need the shine. That is a great question!

But if it’s back in the sun does it still shine

No shine is good in hot weather
For real. It's like adding cooking oil to a hot surface, it's just going to bake the balloon faster!
