Press X and hold Right (or Left, depending on which direction Bart will move when he uses the grapple ability), and as soon as you see Bart start to move forwards, press B and Bart should jump forwards at a very high speed. To keep this high speed you can hold B from when you jumped, and when you see Bart pull out his cape, release the D-pad.
