They attack the members of another gang when they think they are trying to steal their territories using knife, guns, swords or any thing regular like baseball bats. Often innocent school/college going teens come in their way and get slaughtered. These gang members are mostly teenagers so they don't get severe punishments for their crimes they always have a chance to get away with murder. I think in this video, this boy (Tom Felton) might have been one of those gang members of gang 'Chad Green' for a period of time then ofcourse he might have realised that he is not on the right track since his brother got attacked and was paralyzed. But later on this patient might have killed his crippled brother to take revenge from this boy for being a part of their gang and then abandoning it.
