He lost so many people in the war for Hepburn Heights and lost a part of this neighbourhood, while the Triads blew up the Leone’s factory. And then, the corrupted mayor decided to go against him. His suspicions were justified.

Also keep in mind that while all of this is happening, Toni apparently at his own behest killed his Capo. That may have given Salvatore a feeling that Toni is undermining him or is attempting to take over the family. The fact that Vinnie was killed and it may have weakened the family is overlooked by fans but it could actually make sense as it seemed that at the time, Vinnie was Salvatore‘s right hand man. I also think that the whole Vincenzo versus Toni was a test on Salvatore’s part, to learn which one of them was stronger.
