I would assume that Zero & Unknown is based on Blackbird(Tatsuya Shima) & Akio Asakura(Devil Z) from Wangan Midnight
They obviously are based from there.
Genki (developer of Shutokou Battle/Tokyo Xtreme Racer) also developed 3 different versions of official Wangan Midnight games for PS2, PS3, & PSP.
