If, as Deputy Beesom noted, most of the use of force incidents occur in the Sally port upon initial contact, then that's an area that should be looked at. As Ms. Miriam noted, the inmates are not happy as they are being dragged into the jail. Duly noted. As such, rather than the first contact being ANOTHER COP, as de-escalation techniques across the country have proven effective, then first contact into the jail SHOULD BE a mental health professional, an intake liaison of sorts who greets the inmate and apprised them of what is going to occur (i. e. a pat-down, a strip-search, a classification process, an assessment for drug & alcohol issues, etc. Of course, staff can be present but should remain or appear disinterested in the conversation but merely present in the event force is to be used for someone who becomes combative with the intake process. But a trainer professional in de-escalation techniques who can advise that they should forfeit any contraband to the officer, now, and that such won't be used against them (if such could be legally stated) then that would truly help the inmate along in the process and, in fact, may emiliorate the frequency of use of force incidents in the Sally port area.
