It can take a while, but seems as though once it does start it happens more frequently. I think actually completing the level and restarting from that screen (instead of pausing and restarting) might trigger it more quickly. The other technique on this level is if you target the TNT with the first hit, it can cause a chain reaction and takes out most the level and just leaves the two pigs on the left for your second hit. (I got a slightly higher score with this method).
