Not really. If you want to learn, what I suggest that you do is.
Step 1. Just practice how the pentool works, there's no explanation in the world that can properly tell you how the pentool feels when you use it.
Step 2. Practice, practice, practice. It is way more difficult to connect the lines than what it looks like. Essentially what you want to practice is making clean tracing lines. Once you have managed to do some outlines (you should have seen my first attempts - they were so fucking terrible), the rest will just fall into place with more practice.
Practice is important regardless of what you do, if you want to learn to draw or paint by hand, you need to practice, nothing in this world comes for free - except money for some people - but that's a different story. There's always tons and tons of hours behind everything people do. Yes, it might look a lot like just tracing (and to some extent it is) and that it is easy as hell but when you compare someone who has done it for.... say 20 hours with someone who has done it for 200 hours, you'll see the difference in proficiency which of course is reflected in the end result. If you can avoid it, don't start with photos with a lot of complex hair. Hair is so time consuming and difficult to get right.
If you know the program (Illustrator), which comes via step 1 and 2, you'll have no problem following but... the results still depend on step 2. There are no shortcuts, at least not if you want it actually looking decent.
If you don't want to use Illustrator, Inkscape is a similar program - except that it's free.
